CommentsThis conference talk looks at activism engaged by Stockton residents and leaders to oppose a FEMA study that designated their community as part of a flood zone. It investigates factors that contribute to or inhibit community responses such as mobilization of resources and the social organization of the community. The author attends to the conditions that move community activists from a time and issue-specific strategy to facilitate long-term social change.
